The promise of free haircuts, manicures and lunch brought dozens of people to the Knoxville Institute of Hair and Design Sunday. The event is called Care Cuts. People started showing up to the institute hours before its doors opened. Once they did, people began filling up chairs to get their hair washed, cut and even dyed.
